At the end of 2005, Enecogen, a partnership between Eneco Energie and International Power, submitted the environmental impact assessment (EIA) and the license requests for the construction of a new, gas-fuelled electricity plant. The electricity plant, when commissioned, will have a capacity of 840 MegaWatts (MW) and will be able to supply up to 5% of the Dutch electricity requirement. This corresponds to the electricity consumption of about 1.5 million households.
The plant is proposed to be located in the Europoort area of Rotterdam. ENECOGEN has an option for a site of approximately 30 acres, which is owned by the Havenbedrijf Rotterdam. This location in the port of Rotterdam is well suited for an electricity plant since it offers possibilities for integration with surrounding industries.
The submission of the environmental impact assessment is an important step in the project development of ENECOGEN. Furthermore, ENECOGEN has started the European tender procedure for the construction of the electricity plant. It is expected that the project development will be finalized by the end of 2006, at which time an investment decision will be made by Eneco Energie and International Power.
Security of Supply
With the construction of the plant, ENECOGEN delivers an important contribution to the security of supply of the Dutch electricity market. During the past 10 years, limited investment in power plants has taken place, while the electricity demand has increased by approximately 20%. The ENECOGEN plant is to become a modern, efficient, gas-stoked combined heat and power plant, after a design based on the strictest environmental norms.
